Having to restrict someone from the Regatta should not be an issue for us, unless someone disappears mid-way through the race, or, is due to be away and forgets to opt out. This means that this would only be used on a very rare occasion, if ever, and we would only need to take this decision late on a Monday evening, if the relevant member still hasn't made an appearance in chat, to say that their situation has changed and that they will be around to race.
When restricting a member from racing, they will only receive an in-game notification in their inbox. They do not appear to receive an external notification, which is

We are a closed co-op simply because of the hassles we have had with people joining on a Monday and not being able to communicate effectively before the start of the race. So...we could now change our settings to request only, allowing people to join and restrict new/late joining members from the regatta for the first week. We seem to be fine as we are in a closed co-op and with the numbers currently racing, especially with the relays, so restricting new members could be an option we can use in the future when recruiting new members. Other than this, there is no reason to use this option at all.

Unlike a member changing their own racing status which would come into effect the following week, any person restricted mid-race, will be kicked out of the race immediately, and they will remain out of the race for the remainder of that week.
